Attacks kill at least 11 people in Iraq

BAGHDAD, Iraq (AP) ? Suicide bombers and shootings in northern and central Iraq were among attacks across the country that left eleven dead on Sunday.

They were the latest incidents in a wave of violence that has claimed more than 2,000 lives since the start of April. Militants, building on Sunni discontent with the Shiite-led government, appear to have grown stronger in central and northern Iraq.

The commander of the army's 12th Division, Brig. Gen. Mohammed Khalaf, said the assault on the police station near the town of Hawija started with a gunman on foot opening fire on the guards. A suicide bomber with an explosives belt then blew himself up in the reception area, and a suicide car bomber rammed his vehicle into the building, Khalaf said. Three policemen were killed and five others wounded.

Hawija, a former insurgent stronghold, is about 240 kilometers (150 miles) north of Baghdad. The predominantly Sunni town and surrounding areas have been tense since April, when Iraqi security forces launched a deadly crackdown on a Sunni protest there in which 23 people, including three soldiers, died.

In the nearby city of Tuz Khormato, 210 kilometers (130 miles) north of Baghdad, two parked car bombs went off in the early morning in a residential area, killing one civilian and wounding 27 others, a police officer said.

Also Sunday, a mortar round hit a motel in central Baghdad, killing three civilians and wounding nine others, police said.

At night, gunmen, carrying guns fitted with silencers opened fire on a group of people standing in the street in Baghdad's northern Qahira neighborhood, killing four and wounding two others, said two police officials.

Qahira neighborhood was the scene of a deadly suicide attack inside a Shiite mosque last week. At least 34 people were killed in that attack.

Two medical officials confirmed the casualty figures. All officials spoke on condition of anonymity as they were not authorized to release information to reporters.

Supreme Court punts on affirmative-action case

The Supreme Court has surprised legal experts by declining to strike down the University of Texas' use of race in undergraduate admissions. On Monday, the justices sent the case back to a lower court for a rehearing, dodging a decision on whether affirmative-action policies at public colleges around the country are unconstitutional.

Justice Anthony Kennedy, the court's conservative-leaning swing vote, wrote the opinion for Fisher v. University of Texas, which was decided 7-1. Justice Ruth Bader Ginsburg, the court's liberal leader, dissented, arguing that the lower court's decision in favor of affirmative action should stand. Kennedy said the federal Fifth Circuit must rehear the case to decide whether UT "offered sufficient evidence to prove that its admissions program is narrowly tailored to obtain the educational benefits of diversity." The court also requires the lower court to decide whether the college could use any "race neutral" means of creating a diverse campus before resorting to affirmative action.

"Strict scrutiny imposes on the university the ultimate burden of demonstrating, before turning to racial classifications, that available, workable race-neutral alternatives do not suffice," the justices wrote.

The decision comes as a surprise, since during oral arguments in the case in October, many of the conservative-leaning justices seemed poised to issue a broader ruling invalidating the use of race in admissions. Kennedy has also frequently expressed skepticism of affirmative-action programs.

"Affirmative action lives to see another day," Adam Winkler, a constitutional law expert at UCLA, told Yahoo News. "The Supreme Court seemed prepared to strike a real blow against affirmative action back in October. But the Fisher case reaffirms [previous] Supreme Court cases that allow universities to take race into account."

Abigail Noel Fisher brought suit against the University of Texas after she was denied admission in 2008. UT automatically admits Texans who graduate in the top 10 percent of their high school classes, but fills its remaining seats by judging applicants on a combination of GPA, test scores, race and other factors. Fisher claimed she was discriminated against because she is white when she was denied admission. The college argued that Fisher's GPA and standardized test scores made her inadmissible regardless of her race and that using race as one factor in admission helps it maintain a diverse student body.

The Supreme Court established in 2003 in Grutter v. Bollinger that universities could use race as a factor in admissions as long as they did not use quotas (for example, that 10 percent of the class must be black). The justices said affirmative action was still necessary to counteract the effects of institutionalized racism that had prevented minorities from attending college in the past. The majority wrote that they believed that in 25 years, affirmative action would no longer be necessary and should be stopped. This "sunset" provision was skewered by the four dissenting justices.

The Fisher case was argued 10 months ago, and many legal experts were stumped as to why the justices were taking so long to release an opinion. The court has agreed to hear another case dealing with affirmative action next fall and may issue a broader decision then.

Justice Elena Kagan, a President Barack Obama appointee, recused herself from the case, most likely due to her work on it as solicitor general.

Frenkel to return as Israel's central bank chief

JERUSALEM (Reuters) - Jacob Frenkel, an inflation hawk who was Bank of Israel governor in the 1990s, will be returning to the helm of the central bank, Prime Minister Benjamin Netanyahu and Finance Minister Yair Lapid said on Sunday.

They appointed Frenkel to replace Stanley Fischer, who is stepping down at the end of June after eight years on the job, having guided Israel's economy through the global financial crisis.

Frenkel, 70, beat deputy governor Karnit Flug, who will likely be acting central bank chief until Frenkel starts. The date of his arrival was not announced.

"He is a world renowned figure, which is what Netanyahu was looking for," said HSBC economist Jonathan Katz.

As governor between 1991 and 2000, Frenkel was credited with reducing inflation, liberalising financial markets and removing foreign exchange controls.

He is currently chairman of JPMorgan Chase International and also served as vice chairman of insurer American International Group as well as chairman of Merrill Lynch International. Frenkel also is the head of the Group of Thirty, a private consulting group on international and financial issues.

"We are certainly talking about a governor who will act as the responsible adult, who will fill the position of Fischer with quality and authority," said Joseph Fraiman, chief executive at Prico Risk Management and Investments.

"No less important, Frenkel will benefit from the international credit that is greatly needed for the Israeli economy, especially in the current period," he added.

Frenkel, whose appointment needs cabinet approval, will face several challenges including continuing Fischer's insistence that the government stick to responsible policies and working to halt fast-rising home prices.

Israel's economy grew 3.2 percent in 2012, but is expected to slow to a 2.8 percent this year excluding the start of natural gas production.

Inflation, which ranged between 1.3 and 18 percent in the 1990s, was at an annual rate of 0.9 percent in May. At the same time, the shekel is strong.

To encourage economic growth and keep exports competitive, the Bank of Israel reduced its benchmark interest rate twice in May, to 1.25 percent. The central bank next decides on Monday and analysts largely believe the key rate will stay unchanged.

When Frenkel was last in the job, the governor alone made interest rate decisions. Now, there is a six-member monetary policy committee with the bank chief as chairman.

"Frenkel will need to work harmoniously with the monetary council he inherited from Fischer," said Yaniv Pagot, chief strategist at the Ayalon Group. "This is not a simple challenge that could, in a certain situation, bring the first cracks."

He said that, with Israel's foreign exchange reserves nearing $80 billion, it would be interesting to see whether Frenkel would continue intervening in the foreign exchange market and buy dollars to defend Israel's exports if the shekel continues to appreciate.

CHICAGO (AP) - The Houston Astros used power hitting and precision execution to turn an early deficit into an exciting victory.

Ronny Cedeno's squeeze bunt scored Justin Maxwell with the tiebreaking run in the ninth inning to lead Houston over the Chicago Cubs 4-3 on Saturday after J.D. Martinez hit a three-run homer in the sixth.

"In order to play these types of close games, you have to play good baseball," Astros manager Bo Porter said. "What I love about our ballclub is even though we make some mistakes, they don't hang their head. They keep battling, they keep fighting and we find a way to either get ourselves back into the game or make it a ballgame every night."

Martinez did just that by tying the score with a long home run after Jose Altuve and Chris Carter singled.

"Altuve and Carter were able to get on and without them getting on with two outs, the game is not the same," Martinez said. "It feels good just to tie the game up and give our team a chance."

Jose Cisnero (2-0) pitched two scoreless innings for the win, escaping a bases-loaded jam in the eighth. Jose Veras earned his 15th save in 18 chances.

"Quality pitch after quality pitch, I'll tell you what I like, that his facial expression, his emotion, it never changed," Porter said.

Maxwell hit a leadoff double in the ninth against Kevin Gregg (2-1) and moved to third on Matt Dominguez's sacrifice. Cedeno followed with another sacrifice bunt, putting the Astros ahead.

Nate Schierholtz hit a solo homer in the fifth to give the Cubs a 3-0 lead. It was his 10th homer this season, setting a career high.

Alfonso Soriano reached scoring position in the bottom of the eighth with a double to left field but was called out by second base umpire David Rackley on a pickoff play that drew Chicago manager Dale Sveum out of the dugout for an argument.

Replays showed Soriano made it back to the bag before the tag.

"I know I had tagged the base before his glove tagged my hands," Soriano said. "I know my lead at second base. It doesn't matter how good of a move the pitcher has, I know my lead and I know I can get back. It doesn't matter if he has a good move."

Ryan Sweeney then hit a single that would have given Soriano a great opportunity to score. Instead, the Cubs loaded the bases before Darwin Barney flied out to end the inning.

"Soriano is safe at second base, so there is a run," Sveum said. "It's a broken record. We just can't seem to get that hit to break the game open in those situations. We get guys on and we just can't get them in."

Chicago starter Travis Wood appeared to be in control after getting a pair of outs to start the sixth inning. But after hard-hit singles by Altuve and Carter, Martinez tied the game with a long home run that cleared the left-field bleachers on its way to Waveland Avenue.

"Out of the park, literally out of the park, that was my only one," Martinez said. "This is really the only park you can do it. Everywhere else you've got to hit it 900 feet."

Wood had given up just two hits heading into the sixth and looked primed to earn his first victory in his last four starts.

"Really, it just falls back on me not being able to execute the pitches at that point," Wood said. "I missed bad (on the home run pitch). It was supposed to be back door and it ended up coming all the way across the plate and that just can't happen."

Luis Valbuena put the Cubs ahead with a two-run single in the third after a pair of Houston errors.

Barney hit a grounder to third that looked like a sure double play, but Dominguez threw high to second. Astros catcher Carlos Corporan compounded the mistake with an errant pickoff attempt that hit second base and ricocheted into shallow left field, allowing both runners to advance.

NOTES: The Cubs are 7-3 in interleague play with 10 games remaining. They haven't had a winning record against the American League since 2007 (8-4). ... Jeff Samardzija (4-7, 3.35 ERA) pitches Sunday for Chicago against Jordan Lyles (4-1, 3.22).

The Orioles had been playing from behind all day. Limiting the Toronto Blue Jays to just two runs and two hits in seven innings, the Orioles thought they had a chance.

In the eighth, Jose Bautista hit a two-run home run and the Orioles lost to Toronto 4-2 at Rogers Centre.

After reaching a season-high 11 games over .500, the Orioles (42-33) have lost two in a row. Toronto (37-36) has won 10 straight.

Darren O?Day, who relieved Miguel Gonzalez (5-3) in the eighth, allowed the home run, his 16th of the season. As Bautista rounded third, he and the Orioles reliever Darren O?Day exchanged words.

Munenori Kawasaki singled with one out off Gonzalez. Melky Cabrera hit into a fielder?s choice. Rajai Davis ran for Cabrera and scored on the home run.

Darren Oliver (3-1) got the win. Casey Janssen picked up his 17th save.?

O?Day had not allowed a home run in his previous 12 outings.

The Blue Jays scored their first run in the bottom of the first when leadoff batter Cabrera walked, moved to third on a single by Adam Lind and scored on a wild pitch by Gonzalez.

The Orioles tied the score in the fifth off Chien-Ming Wang. Chris Davis walked, and after he moved to second on J.J. Hardy?s infield out, Davis scored on Travis Ishikawa?s single.

Gonzalez allowed a leadoff home run to Macier Izturis in the fifth, only the second hit he gave up.

He allowed three runs on three hits in 7 1/3 innings. Gonzalez walked three and struck out five.

In the top of the eighth, Taylor Teagarden launched his second home run of the season. It was just Teagarden?s third hit, but his second homer. He also homered in Detroit on Wednesday.?

Daycare may benefit kids of depressed mothers

NEW YORK (Reuters Health) - Children of depressed mothers are less likely to have emotional problems if they attend daycare, a new Canadian study suggests.

Researchers have known that depressed women are more likely to have kids who also develop depression and anxiety disorders, and that those problems can extend through the teenage years.

"It's interesting to think of this as a possible type of intervention and a way of supporting mothers in general, but especially mothers who are at risk," said Catherine Herba, from the University of Quebec at Montreal.

The researchers followed close to 1,800 children born in Quebec in 1997-1998 and their mothers through the child's fifth birthday.

Women were regularly surveyed about their depression symptoms and reported on their child's emotional problems and separation anxiety, as well as the type of childcare they used.

About 19 percent of mothers had depression symptoms during the study period. And as previous research has suggested, their children were almost twice as likely to develop emotional problems and separation anxiety before age five, Herba's team wrote in JAMA Psychiatry.

However, being in childcare seemed to mitigate that effect. The association was particularly strong for group-based childcare, as opposed to care provided by a relative or babysitter.

Among children with depressed mothers, attending daycare was tied to a 79 percent reduced risk of developing emotional problems, compared to kids who stayed home with their moms.

Across the study, between nine and 31 percent of preschoolers had emotional problems depending on whether their mothers were depressed and where they received care.

How many hours a week kids spent in childcare did not seem as important as the type of care itself, the researchers found. They said the structured setting of group-based care, having care provided by a trained professional and spending time with children of a similar age may all be benefits to that type of childcare.

"Center-based care can really serve as a buffer for children of depressed mothers," said Catherine Ayoub, who has studied Early Head Start programs at Harvard Medical School in Boston.

"As those mothers are paying some attention to their own depressive symptoms, as they're struggling with depression, the children can be buffered from the effects of depression on their development," Ayoub, who wasn't involved in the new study, told Reuters Health.

Her research has suggested programs that reach out to both children and mothers themselves can be especially beneficial for families over the long run.

Ayoub, also from the Brazelton Touchpoints Center, said women should know that they can still be good mothers if they are depressed, and also that there are many ways to treat depression - so they can get better.

"Yes, you may be depressed, but you also can really move toward resilience," she said. "It's okay to find the best possible care for your child that's also a way to take care of yourself."

Herba said that doctors should be looking for new mothers who are depressed and speak to them about the potential benefits of using childcare and getting help for themselves.

"It's quite important that we give good support to these mothers and try to facilitate this as much as possible," she said.
