Clashes across Syria despite U.N. ceasefire call

BEIRUT (Reuters) - Clashes flared across Syria on Thursday, opposition activists said, a day after the U.N. Security Council had called on all sides to stop fighting and seek a negotiated settlement to the year-long uprising.

U.N. Secretary General Ban Ki-moon said the Council's unanimous statement had sent a clear message to Syria to end all violence, but the appeal had little impact on the ground, where rebels are seeking to oust President Bashar al-Assad.

Opposition sources said Syrian tanks had heavily shelled a large neighborhood in the city of Hama on Thursday after fighting between Free Syrian Army rebels and pro-Assad forces.

The shelling destroyed houses in the Arbaeen neighborhood of northeast Hama, which has been a centre of revolt. Opposition sources said at least 20 people had been killed in army attacks there in the last two days.

It is impossible to verify reports from Syria because authorities have denied access to independent journalists.

The British-based Syrian Observatory for Human Rights (SOHR) reported heavy fighting in al-Qusair, a town which lies close to the Lebanese border. Three residents died in the fighting and four soldiers were killed when rebels ambushed their checkpoint.

Syrian troops also attempted to storm the northern town of Sermeen on Thursday, killing two people and wounding dozens, the SOHR said, quoting its network of contacts within Syria.

"Syrian forces are still not able to get inside the town because of fighting, but they are shelling Sermeen and using heavy machine guns," said SOHR head Rami Abdelrahman.

Fighting also erupted in southern Deraa, where several soldiers died in an ambush, he said, while Assad's forces conducted raids in the eastern province of Deir al-Zor and coastal Latakia province to try to snuff out rebel fighters.

NO PLAN YET

The Security Council's statement was supported by Russia and China, which had both vetoed previous Council resolutions, marking a rare moment of global unity over the crisis. It backed a peace drive by U.N.-Arab League envoy Kofi Annan and warned of "further steps" if Syria failed to respond.

Annan's six-point peace proposal calls for a ceasefire, political dialogue between the government and opposition, and full access for aid agencies. It also says the army should stop using heavy weapons in populated areas and pull troops back.

But Turkish Foreign Minister Ahmet Davutoglu said the statement did not yet signal that foreign powers had found a unified position to create a plan of action.

"Of course that is not everything, that we simply have a common message. We also need to work out a common action plan," he told reporters during a visit to Vienna on Thursday. "We have in this regard not been able to see a common position."

The U.N. statement, which lacks the legal force of a resolution, talks of the need for political transition in Syria, but it does not demand that Assad to step down - something both the rebels and the Arab League have called for.

"In clear and unmistakable terms, the Security Council called for an immediate end to all violence and human rights violations," U.N. chief Ban said in Malaysia.

Syria's official news agency appeared to play down the Council statement, saying it contained "no warnings or signals".

At least 8,000 people have died in the revolt, according to U.N. figures issued a week ago, and diplomats have warned that without a swift resolution, the conflict could spread and degrade already tense sectarian relations across the region.

Underlining the dangers, several stray Syrian shells fell in the Lebanese border village of al-Qaa and nearby fields late Wednesday, wounding one person, residents said.

"More than five shells landed in the fields and in the village," a farmer in al-Qaa told Reuters. Another resident said one shell had detonated next to the main school.

Human Rights Watch accused Syrian forces of committing "serious abuses" in Qusair, a town near the Lebanese border.

"Following their bloody siege of Homs, the Assad forces are applying their same brutal methods in Qusair," said Sarah Leah Whitson, the New York-based group's Middle East director.

"Having seen the devastation inflicted on Homs, the Russian government should stop arms sales to the Syrian government or risk becoming further implicated in human rights violations."

Russia has defended its long-standing military ties with Syria and has said it sees no reason to modify them.

Syrian Foreign Ministry spokesman Jihad Makdesi said this week that 3,000 members of the security forces had died in the uprising, which Damascus blames on terrorist gangs.

Earlier this week, Human Rights Watch accused opposition forces of committing rights abuses on state troops and their militia allies, including torture and summary execution.

RUSSIA HEDGING BETS

The European Union is set to impose further sanctions on Assad's inner circle on Friday, including his wife Asma, who described herself as "the real dictator" in an email published by Britain's Guardian newspaper last week.

"Tomorrow we will decide on new sanctions, not only against the Assad regime but also against the people around him," German Foreign Minister Guido Westerwelle told Deutschlandfunk radio.

He added that the unanimous U.N. statement was an important contribution to solving the crisis in Syria.

"Assad cannot depend on the protective hand of Russia in the violence against his own people and that could accelerate the process of erosion of the regime," Westerwelle said.

Although Russia has stuck to its demand that Assad must not be deposed by foreign powers, it has taken a sterner line this week, accusing the Syrian leadership of mishandling the crisis.

Analysts say this shows Russia is hedging its bets about Assad's fate and is positioning itself for his possible fall.

"Russia will not be focused on keeping Assad in power for the sake of keeping Assad in power," said Dmitry Trenin, director of the Carnegie Moscow Centre think tank.

All but two of the 16 teams in the regional semifinals will be from power conferences. The lone exceptions are Xavier, which is hardly a stranger to this time of year, and Ohio University, a big school with a small, but no longer unknown, basketball program.

According to STATS, this will be the first time since 2003 that 14 teams from the six major conferences have made the Sweet 16. Two of those conferences, the Big Ten and Big East, put four teams each into the round of 16.

"To play in the NCAA tournament is great," said Kansas coach Bill Self, whose Jayhawks are one of two Big 12 teams left in the field. "But to feel the full benefit from an exposure standpoint for your program, you need to get to the second weekend."

The Sweet 16 matchups:

?No. 1 Kentucky vs. No. 4 Indiana and No. 3 Baylor vs. No. 10 Xavier in the South; No. 1 Syracuse vs. No. 4 Wisconsin and No. 2 Ohio State vs. No. 6 Cincinnati in the East; No. 1 North Carolina vs. No. 13 Ohio and No. 2 Kansas vs. No. 11 North Carolina State in the Midwest; and No. 1 Michigan State vs. No. 4 Louisville and No. 3 Marquette vs. No. 7 Florida out West.

Those 14 power-conference teams have a combined 93 Final Four appearances and 33 national titles.

While two No. 2 seeds, Duke and Missouri, fell to 15s Lehigh and Norfolk State in a shocking second round Friday, all four No. 1s got through the first week safely ? the first time that's happened since 2009. A year before that, all four top-seeded teams made it to the Final Four for the only time.

It's possible again this year, though Carolina will have to overcome an injury to a key player to get there.

The Tar Heels defeated Creighton 87-73, but point guard Kendall Marshall broke his right (non-shooting) wrist.

"You can ask any question you want, but I just told you all we know," Tar Heels coach Roy Williams said when announcing the injury. "We do not know anything else."

Though there are few truly small teams left in this year's draw ? such as the Butlers and VCUs and George Masons that have crashed the Final Four over the last decade ? there will be three squads bringing double-digit seeds to the final 16.

The list starts with No. 11 North Carolina State, the program that pretty much set the standard for March Madness upsets and gave us one of the most memorable moments in college sports: Coach Jim Valvano running around the floor at The Pit, looking for someone to hug after Lorenzo Charles grabbed Dereck Whittenburg's air ball and put it in at the buzzer for an upset over powerhouse Houston.

That was in 1983.

In 2012, the Wolfpack snuck in as one of the last at-large teams to make the field. On Sunday, they upset No. 3 Georgetown 66-63 to gain their Midwest Regional matchup against Kansas.

"We always talk about we have such great history at NC State, but it's also time to build some new history," coach Mark Gottfried said.

No. 10 Xavier comes from the Atlantic-10, the closest thing to a power conference without actually being one. This is the fourth Sweet 16 appearance in the last five years for the Musketeers, who made their biggest news this season with an ugly brawl against crosstown rival Cincinnati that led to suspensions and knocked the team out of whack.

"The only guys that know what we went through were the guys who were in the locker room," coach Chris Mack said. "Some would say it's self-inflicted, but I know we have great kids. And I'm really proud of them today."

Then, of course, there's No. 13 Ohio ? enrollment 17,000 but with a basketball program that has, well, basically nothing in common with the state's better-known behemoths who will join them in the Sweet 16 ? Ohio State, Xavier and Cincy.

"I do think our guys have a chip on their shoulder," Ohio coach John Groce said. "I think our guys look forward to playing on the big stage against quality competition."

'21 Jump Street' Arrests Box Office With $35 Million Debut

Big-screen adaptation of '80s TV show enjoyed the highest debut for a comedy set in high school.

"21 Jump Street" arrested audiences over the weekend to the tune of a cool $35 million at the box office. The action comedy, which was the only widely released new film in theaters and the only movie in the top five to enjoy mostly positive reviews, easily took the #1 spot. A great marketing campaign, two well-liked stars and a familiar premise derived from the late-'80s cop show all contributed to the movie's success, according to industry watchers.

"Dr. Seuss' The Lorax" was #2 with $22.8 million, officially passing "Horton Hears a Who!" with its $158.4 million-and-climbing haul. Disney's big-budget "John Carter" was #3, dropping 55 percent in its second weekend, earning $13.5 million for a total of $53.1 million. Found-footage party movie "Project X" was #4 on the box-office scorecard with $4 million for a $48.1 million total. Eddie Murphy's "A Thousand Words" rounded out the top five with just $3.7 million for a $12.1 million total. The box-office bomb carried a startling 0 percent rating on Rotten Tomatoes' "Tomatometer" at press time, meaning not a single critic has reviewed the film positively.

Will Ferrell's "Casa de Mi Padre" and Jason Segel's "Jeff, Who Lives at Home" both opened in limited release to respectable (if not gangbuster) per-screen business. Ferrell's Spanish-language spaghetti-western comedy, which co-stars Gael Garcia Bernal, Genesis Rodriguez and Diego Luna, was #9 with $2.2 million. "Casa" was in 382 theaters, which was roughly 170 more than "Jeff, Who Lives at Home" (by comparison, "21 Jump Street" played at more than 3,000 theaters). "Jeff" is the latest movie from mumblecore veterans Mark and Jay Duplass, who directed "21 Jump Street" co-star Jonah Hill as the title character in "Cyrus."

"Jump Street" enjoyed the highest opening ever for a comedy set in high school, surpassing Hill's own "Superbad" ($33.05 million). The 28-year-old earned an Academy Award nomination for Best Supporting Actor thanks to his dramatic turn in "Moneyball," and co-star Channing Tatum's "The Vow" made well over $100 million earlier this year. "21 Jump Street" (in which the pair play cops who go undercover in a high school) has an 87 percent rating on Rotten Tomatoes. "Completely abandoning earnest teenagers-in-crisis melodrama in favor of crude, aggressive comedy, this '21 Jump Street' is an example of how formula-driven entertainment can succeed," wrote The New York Times' A.O. Scott.

"21 Jump Street" is a comedic take on the Fox crime drama that ran from 1987 to 1991. The movie's opening was stronger than many television adaptations, beating flicks like "The Dukes of Hazzard" ($30.7 million) and "The A-Team" ($25.7 million). On Saturday, Variety reported that Sony is pursuing a sequel with both stars returning."Jump Street" also stars Ice Cube, Dave Franco, Brie Larson and Rob Riggle and features music from Devo frontman and "Yo Gabba Gabba!" co-star Mark Mothersbaugh.

"The Hunger Games" is expected to dominate the box office this weekend.
